Westchester runs largely on Con Edison, and Con Edison rates are the highest in New York. Since the value of a solar panel is the price of the electricity it stops you buying, this is the strongest region in the state on pure economics. The same array that is marginal in the Southern Tier is comfortable here, simply because the power it displaces costs so much more.
Rockland and a slice of western Westchester are Orange & Rockland territory instead, on a different rate structure. Worth confirming which you are on before you assume a payback figure from a neighbour applies to you.
The constraint here is not economics, it is trees. Scarsdale, Chappaqua, Bronxville, Larchmont and Katonah are defined by mature canopy, and that canopy is often the reason people bought the house. Shading analysis is not a formality in this region, it is the thing that decides whether the project happens.
Housing is largely substantial colonials and tudors on generous lots, much of it 1920s to 1960s. Roofs are complex, with dormers, multiple planes and steep pitches. That raises installation cost relative to a simple gable, and it means usable roof area is often smaller than the total roof suggests.
Con Edison territory produces the strongest solar economics in New York. If a quote here shows a weak payback, question the assumptions rather than the concept.
Some sites only work if a mature tree comes down. That is a legitimate trade to weigh on its own terms, and several municipalities here have tree ordinances requiring a permit.
Multiple planes, dormers and steep pitches mean more racking, more flashing and more labour for the same output. Compare quotes on total cost per watt installed, not on headline price.

Coastal Long Island Sound exposure. Salt air argues for corrosion-rated racking and hardware.
Small village lots with mature canopy. Usable roof area is often less than it appears.
Larger wooded parcels in northern Westchester. Ground mount becomes viable where roofs are shaded.
Hudson-facing slopes. Orientation varies sharply property to property, so generic estimates mislead.

The North American Board of Certified Energy Practitioners is the industry standard credential for solar installers. It certifies the individual professional who holds it, not the company, so a firm advertising it may have one certified person and twenty who are not.
How to check. Ask which named individual holds it, then search that name in the directory.
Search the NABCEP directoryRegistration in the state's NY-Sun programme. This one is not a nice to have: the New York State incentive is only available through an approved contractor, so using an unregistered installer forfeits it. Some also hold the Quality Solar Installer designation, which requires at least 12 NY-Sun projects in the past year and an average of 4 out of 5 on NYSERDA's own field inspections.
How to check. Search the company name in NYSERDA's list before you sign anything.
Check NYSERDA's contractor listAppropriate electrical licensing for the work, plus general liability and workers compensation cover. A contractor without workers compensation can leave you personally exposed if someone is injured on your roof.
How to check. Ask for certificates of insurance naming you, and check the licence with your town or county before work starts. Do not accept a policy number alone.
Interconnection is where most New York solar timelines slip, and it is handled very differently by Con Edison, National Grid, NYSEG, RG&E and PSEG Long Island. Permitting varies again by town.
How to check. Ask how many systems they have energised on your specific utility in the past year, and for two addresses in your county you can drive past.

Westchester and Rockland sees around 30 inches a season. It does not stop solar working. Panels produce less in winter because days are short rather than because it is cold, and they are slightly more efficient at low temperatures. Snow slides off tilted glass as it warms, usually within a day or two. Any credible annual production estimate already models winter losses for this climate. What snowfall does change is design: tilt and racking must be specified for local load.
